Background & Invitation JaRco Consulting PLC is a registered and licensed private Ethiopian International Development Consulting Firm established in 2007, headquartered in Addis Ababa. In compliance with the Financial Reporting Proclamation No. 847/2014, Council of Ministers Regulation No. 332/2014, and directives issued by the Accounting and Auditing Board of Ethiopia (AABE), JaRco Consulting PLC hereby invites eligible, competent, and qualified consulting firms to submit Technical and Financial Proposals for Consultancy Services for the Implementation of International Financial Reporting Standards (IFRS). 2. Objective & Scope of Assignment The primary objective of this assignment is to support JaRco Consulting PLC in successfully transitioning to IFRS, preparing its Opening IFRS Statement of Financial Position, and producing its first IFRS-compliant financial statements for the year ending 30 June 2026. The selected consultant will be expected to deliver comprehensive assistance across the following key areas: Conduct an IFRS Diagnostic & Gap Assessment. Formulate an IFRS Conversion Strategy & Roadmap aligned with AABE requirements. Prepare the Opening IFRS Statement of Financial Position (per IFRS 1). Develop/revise the IFRS Accounting Framework, Manuals, and SOPs. Redesign the Chart of Accounts & General Ledger Mapping. Perform a Tax Impact Assessment (Ethiopian Tax Laws, Deferred Tax, etc.). Provide Capacity Building & Staff Training. Assist in preparing the First IFRS-Compliant Financial Statements (with comparative data for 30 June 2025). Offer technical support during External Audits, Management Reviews, and AABE submissions. 3.
